Perched on the 60th floor of Ikebukuro's Sunshine City, this unique indoor observatory redefines the traditional viewing deck by blending panoramic Tokyo vistas with a lush, grassy park aesthetic. Visitors can relax on real turf, swing on indoor benches, and enjoy seasonal floral displays, making it an incredibly family-friendly and relaxing escape. At night, the atmosphere shifts with romantic artificial clouds and projection mapping that turns the city skyline into an interactive light show.

Reaching the observatory requires taking the dedicated Shining Elevator boarding lobby situated on the B1 basement level of the Sunshine 60 building, not the upper shopping arcades. While promoted as an indoor park, outside food is prohibited outside the weekday midday window, and visitors must carry all personal garbage out of the building. The building connects via an underground moving walkway directly to Higashi-Ikebukuro Station, allowing fully sheltered access in rainy weather.

Can I bring my own lunch or drinks into Tenbou-Park?
Outside food and beverages are permitted only on weekdays between 11:00 and 14:00 in designated lawn areas. This allowance excludes Golden Week and the Obon holiday period. Outside food is forbidden at all other hours and on weekends, and visitors must take all trash home.
Can I take a baby stroller onto the observation floor?
Strollers are permitted throughout the barrier-free observation deck, and temporary stroller parking is provided. However, stroller rentals are not operated on the 60th floor. Families needing a stroller must borrow one downstairs from the Sunshine City alpa shopping center information counter before ascending.
When can I see Diamond Fuji from Tenbou-Park?
The sun sets directly behind Mount Fuji's peak twice each year from this vantage point: mid-November around 16:20 and late January around 16:50. The indoor deck offers standard viewing during these dates, while limited ticketed sessions grant access to the normally restricted building rooftop.
What amenities are available for infants and toddlers?
Children under elementary school age enter for free. The southern area features a dedicated carpeted crawling zone with picture books and toys. The adjacent baby room contains diaper-changing stations, private nursing stalls, an infant dining bench, a microwave, and a water heater for formula preparation.
